Instructions
1. Bring a large pot of generously salted water to a boil and prepare a large bowl of ice water. Slice off the pepper tops and save them, then remove the seeds and membranes.
2. Boil the peppers and their tops for 2 to 3 minutes, until just tender. Transfer them to the ice water to cool. Remove them and carefully carve a jack-o'-lantern face into one side of each pepper with a sharp knife.
3. Bring the pot of water back to a boil. Add the macaroni and cook until al dente, about 6 minutes. Save 1 cup of the cooking water, then drain the pasta without rinsing.
4. In a large saucepan over medium heat, bring the half-and-half to a gentle simmer. Simmer for about 10 minutes, until reduced to roughly 3/4 cup.
5. Stir in the cream cheese until melted, then whisk in the Cheddar until the sauce is smooth and all the cheese has melted.
6. Remove the saucepan from the heat and stir in the macaroni. Add a little reserved pasta water if needed to loosen the sauce, and season with salt if necessary.
7. Let the mac and cheese stand for 10 minutes. Spoon it into the carved peppers and place the reserved pepper tops on top.
